Used Car Buyers Warned of ‘Stolen Form’ Con

Those who are considering buying a second-hand car need to be very careful, as a spate of incidents involving stolen vehicles and forged log-books have occurred.

Thousands of blank DVLA log books were stolen in 2006, with the intention of selling the vehicles on as cloned cars.

David Bloor is just one of the victims in the nationwide scam.

After paying £16,500 for a used Volkswagen Tiguan, Mr Bloor revealed that he was shown what appeared to be an authentic log book, complete with watermarks.

Even the vehicle data checks he made passed with flying colours, but when trying to register the vehicle with the DVLA in the following weeks, he received a visit from police officers.

Police advised David that his car had been cloned and there was no way of reclaiming the money he lost.

Mr Bloor blames the DVLA for the money he has lost.

“They need to be brought to task over this,” he revealed.

“To wash their hands of it and do nothing is absolutely appalling.”

Peter Swift, insurance investigator at Claims Management & Adjusting Ltd, is concerned at the rise of similar incidences.

“I don’t accept that drip feeding the new forms into the system is going to have much effect on the crime,” he said.

“It again appears to be more about saving money than protecting the public because the DVLA have clearly accepted that their stolen registration documents have a value, are being used by criminals, and that the integrity of their document is undermined.

“Why, then, do they permit these documents to remain in circulation, to continue to have a value, and to be an ongoing problem for members of the public?”

The DVLA have provided advice on their website for anyone who is concerned about purchasing a second hand vehicle.

Corporate affairs director at the DVLA, David Evans has revealed that there are several important checks that need to be made.

“The clear message to anyone considering buying a second-hand vehicle is that a registration certificate is not proof of ownership and is one piece of a complicated jigsaw,” he announced.

“We recommend that buyers ask to see proof of ownership of a vehicle, such as a bill of sale, before handing over any money.”

£22,000 Number Plate for 11 Year Old Girl

A doting father has splashed out on a highly expensive number plate for his 11 year old daughter.

The personalised registration, ‘99 A’, was sold for £20,900 as part of the most recent DVLA number plate auction.

The three day auction was hosted at Rudding Park Hotel, Harrogate, and featured 1,500 number plates going under the hammer.

Harbhajan Bains, a pharmacist by trade, didn’t seem put-off by the fact that his daughter is still far too young to drive when bidding for the number plate and travelled from Birmingham to make sure he got what he wanted.

The number plate displays his daughter, Amun’s initial, and will sit proudly on the front of her car in six years time.

For Harbhajan, buying such an extravagant number plate wasn’t just a one off.

He will now add ‘99 A’ to his ever growing collection of 25 number plates, which also includes ‘H 85′, ‘4 HS’ and ‘5 P’.

Mr Bains explained why he wanted ‘99 A’ and how the bidding went: ”From the moment Amun was born in 1999 I have wanted to get a number plate for her. It’s more than I wanted to pay, but she is worth it.”

The DVLA will be looking to raise approximately £3m for the treasury during the three day event.

The next DVLA number plate auction will take place at Ardencote Manor Hotel and Country Club, Warwick, on the 1st, 2nd and 3rd December, 2010.

Santa’s Sleigh Goes In For Service

Getting your vehicle serviced is something all motorists are familiar with, including Father Christmas!

Santa has been making sure all of his preparations for Christmas are covered and clearly hasn’t left a thing out, after taking his sleigh in for its annual servicing.

After all, even Santa will do all he can to stay on the right side of the DVLA.

Questions may be asked as to why Santa chose Southwold Town Garage in Suffolk; after all, it’s a long way from Lapland.

A short, swift service was performed on the sleigh, with garage owner Kerry Wilmot delighted to help out; if not a little confused.

“We have some very strange things come in here, but this is probably one of the quirkiest,” she said.

“We’ve had some bizarre looks.”

“A gentleman who owns a local pub just came and said we were clearly getting into the Christmas spirit early.”

The garage is quickly developing a reputation for its celebrity clientèle.

“It’s quite apt because last year we had Chitty Chitty Bang Bang,” Mrs Wilmot revealed.

“She stayed with us for three days, which was nice, and then this year we have Santa’s sleigh.”

Despite having all the fancy decorations on his sleigh, Santa is clearly a safety concious man at heart.

“It’s got a sound system and it all lights up…And it has a seatbelt!”

The DVLA’s current number plate auction at Rudding Park, Harrogate has reached its final day, with some of the most sought-after registrations far exceeding their reserve price.

‘10 O’ far surpassed its reserve price of £10,000 when it sold for £73,500, and ‘3 OOO’ reached £23,000.

Almost-Blind Man Failed to Inform DVLA of Condition Prior to Killing Pedestrian

An Aberdeen motorist who killed a female pedestrian was incapable of correctly identifying any of the letters on an optician’s wall chart, Perth High Court heard.

Delivery driver George McLeod, 71, had lost so much vision in his right eye due to diabetes that he was classified as blind.

Despite his left eye being marginally better, it was still classified as “partially sighted,” and strongly advised to inform the DVLA of his condition.

Speaking before the court, Dr John Olson revealed that Mr McLeod must have been aware that his sight was so poor.

Dr Catherine Gully had even advised McLeod that “his vision was in a condition where he should now inform the DVLA”.

He was also informed that if incapable of reading a number plate from 67ft away, the DVLA would withdraw his license to drive.

“I think he would be aware his sight was not normal,” Dr Olson said.

“I think at that time (August 2008), whatever was said to him when being tested, he would realise he would have a very serious problem with his right eye.”

According to Dr Olson, Mr McLeod “failed entirely to see any letters on the chart with his right eye.”

“The right eye meets the definition for blind registration and the left eye meets the definition for being partially sighted.”

When questioned by advocate depute, Gary Allan: “Do you think he could have been ignorant of the serious defect in his vision?”

Dr Olson answered: “I have no doubt that he knew his vision was abnormal.”

Mr McLeod denies the charge of causing death by dangerous driving whilst aware of impaired eyesight due to a medical condition.

The case continues.

Cars Seized from Garage Forecourts in DVLA Crackdown on Untaxed Vehicles

Garage owners and motor traders are set to take on the DVLA after vehicles were seized during a campaign against untaxed vehicles parked on private properties.

The incident took place on the garage forecourts in Exeter as enforcement teams working on behalf of the DVLA took possession of the offending vehicles and transported them by lorry to a pound in Plymouth.

The DVLA gave the responsibility of vehicle acquisition to a company named NSL.

When quizzed as to the reason for seizing the vehicles, NSL explained that the vehicles were neither declared as ‘off-road’ or in the possession of a dealer; a requirement for non-taxpaying vehicles.

However, it is not uncommon for workers in the motor trade to avoid the declaration that a vehicle is in the possession of a dealer, as the paperwork is so extensive that the vehicle is often sold by the time it’s complete.

Many believe the DVLA should be more lenient at a time of economic struggle.

One motor trader explained how he had to drive to the pound in Plymouth and show them his trade plates before they released two of his vehicles.

“I have written to the DVLA explaining that the vehicles were properly declared ‘in trade’ and parked on private property,” he revealed.

“It took me six hours of phone calls and hassle to get them released, and I had to drive 82 miles when there’s a DVLA office within 40 yards of my office.”

Arthur Poole, owner at another vehicle trading company, AGP Motors, had to move one vehicle to a more secure premises.

He said: “They were there with a lorry when I arrived at 9am. A neighbour had blocked the access but they told us they were taking it and there was nothing we could do about it.”

“I run an MOT testing centre so customers can quite legally bring their cars here with no MOT or tax.

“How am I supposed to operate a business if the DVLA might then threaten to take customers’ vehicles away?

“There is no way I am paying the release fee.”

DVLA Appoints New CEO

The DVLA (Driver and Vehicle Licensing Agency) have announced that CEO Noel Shanahan is currently working with DfT (Department for Transport) colleagues in London, and in his absence, Simon Tse is covering the CEO role.

Mr Shanahan took over the role as CEO at the DVLA in 2007 and his move to work at the DfT is by no means considered permanent.

Simon Tse took over the role of Chief Operating Officer at the DVLA in 2008, bringing a wealth of business knowledge from his former positions in management consultancy and Management Director of Virgin Media.

The DVLA is an executive agency of the Department for Transport and has it’s main headquarters situated in Mr Tse’s home town of Swansea, south Wales.

National Numbers are offering a free online DVLA auction bidding service to those wishing to purchase personalised number plates online through the DVLA’s online auction service. The online service complements our well-established offline auction service; both aim to make using the DVLA’s auction services easier.

Buying number plates at auction can often be a daunting task and requires time and dedication to observe and react as bidding unfolds. National Numbers like to take the hassle out of buying number plates. At our offline auction service, we bid on registrations for customers. Our online service works in exactly the same way – we will purchase the registration on your behalf, while you relax and put your feet up!

Proxy bidding allows competitive bidding on Lots, where the system increases bids on behalf of the bidder up to the value of their Maximum Bid.
