You can transfer a number onto any vehicle that comes under MOT and road tax rules, such as a car, van, lorry or motorbike but not tractors, cranes etc. cheap reg are often used to disguise the year of a vehicle.

For example a Northern Ireland number with three letters and 4 numbers or an old registration that has a year indentifying letter that couldn't possibly be the age of the vehicle because of the model.
