DVLA Registration
The registration of all vehicles in England, Scotland and Wales is carried out by a network of Department of Transport local offices together with DVLA, Swansea. With reference to brand new vehicles, an application for first registration has to be made at either a local office or, as often happens nowadays, by a dealer using the AFRL system. Either way, the next DVLA Registration from the appropriate allocation is assigned, a record is created at Swansea and a V5/C issued to the registered keeper.
