DVLC Reg Plates
Licensing of vehicles started in December 1902 but it is usually referred to as 1903. Local councils were made responsible for driver and vehicle licensing.
The first driving licence is introduced and costs five shillings (25p). The licence is valid for one year. A driving licence is given to anyone who applies. No driving test or check on medical fitness is required. Minimum age for riding motorcycles is 14, and 17 for other vehicles. The local councils coped with handling licensing of plates for a very long time. The licensing authority was referred to as the county council or in the larger boroughs they would be referred to as the county borough council. So Preston, being a large area would be referred to as a county borough council and Ayr would be a county council. By 1965, the number of vehicles on the road was growing at such a large rate that the county councils could no longer cope. Also with the advances in technology, computer power had grown therefore the Government decided to centralise the system. So the term DVLC reg plates came into being. I assume because of large unemployment at the time in Swansea, the Government decided to locate the DVLC in that area, but the local offices still dealt with the paperwork of producing DVLC reg plates.
