In DVL Today issue 25, it was explained how DVLA was using barcodes on the tax disc and the V11 Renewal Reminder form to
capture licensing data electronically from Post Office branches. Around 30 million transactions a year are now updating
our records within days rather than weeks, with significant improvements in accuracy of data capture. From August 2004,
phase 3 of the Barcoding All Relicensing Transactions (BART) project takes the system to a higher level. It extends
electronic capture to over 8 million applications made using the V10 renewal form, triggered by scanning the barcode from
the new Harmonised Registration Certificate. If the customer has the old-style registration document, the transaction can
be initiated by keying the registration mark and validation character.
But the biggest improvement is the introduction of an automated online enquiry facility between Post Office counter
terminals and DVLA’s database. This validates vehicle and tax disc data before the disc is issued, and returns the correct
rate of duty for the vehicle. The enquiry facility is already designed to check MOT status once the electronic MOT test
facility being developed by the Vehicle and Operator Services Agency comes online.
BART3 does indeed provide many reasons for all concerned to be cheerful – customers, DVLA, Post Office Ltd, the police and
other enforcement agencies. Our records of licensing status will be more up-to-date and accurate than ever before, aiding
the enforcement drives using continuous registration and Automatic Number Plate Reader cameras. Fraudulent applications
and forged documentation will be more readily detected. The tax disc can be directly linked to the vehicle on the database,
facilitating investigations by the police and others. And the process is simpler and quicker, so the customer takes less
time to relicense and the tax payer benefits from a large reduction in operating costs. Watch out for news of BART4!
BART 1 – Nov 2001.Barcode included on V11 Reminder to enable VRM and amount paid to be recorded electronically for
financial reconciliation between Post Office Ltd and DVLA.
BART 2 – Nov 2003.Barcode included on taxdisc, allowing full V11 licensing details to be captured electronically at
Post Office branches to update DVLA records via overnight file transfer.
BART 3 – Aug 2004.Barcode included on V5C Registration Certificate, so that V10 relicensing transactions can be
included. Online enquiry facility between Post Office Ltd and DVLA to validate transaction at point of licensing. Online
MOT check to be included when VOSA database goes live.
