This makes it impossible to trace them. As a result of a report from the Jill Dando Institute (JDI) of Crime Science, a name and address check of targeted high risk V55/4 and V55/5 first registration applications has been introduced.

By introducing this new procedure on 1 January this year, DVLA is helping to ensure that keeper details provided at the time of registration are genuine. This will help the police in the fight against car crime. Applications supported by false documentation have already been identified.

The motor dealers' role

To alleviate the need for motor dealers to present customers' documentation at a DVLA local office, dealers – who hold a current trade plate licence – can carry out these checks on DVLA’s behalf. This reduces inconvenience to both the trade and their customers who have their documentation handed back to them immediately. Spot checks will be made on dealers to ensure that they are not abusing the trust that we are placing in them.
