Home » Number Plate News » DVLA Awarded for innovative delivery DVLA has been acknowledged by the software industry for the innovative way it has installed a business process management application within the Agency. Casework And Specialist Processes (CASP) delivered a vision that the Agency had striven to achieve in providing an integrated casework system for five main operational areas. This vision had been sparked partly by the success of the MEDICS application in the Drivers Medical Group (DMG), which delivered an electronic, image-enabled casework management system in 1990. After several attempts at building Proofs of Concept a multi partnership initiative was entered into with EDS, Tibco (formerly StaffWare) Vignette (formerly TowerTechnology) and Anacomp. Using a Rapid Application/Joint Application Design (RAD/JAD) methodology, users worked with the system developers and facilitators to develop the product. The pilot system was rolled out into DVLA’s Drivers Customer Services in February 2002.

When the change of DVLA’s IT supplier was announced in April 2002 the decision was made that CASP would not be completely rolled out until after transition from EDS to IBM/Fujitsu in December 2002. Work on CASP was suspended in August 2002 for IBM/Fujitsu to resume development in March 2003. The new partnership quickly implemented the product in Drivers Customer Enquiries in May 2003. The main challenge for DMG was that it had already been operating an electronic casework system for a number of years. The entire MEDICS database therefore required migration and several million images were converted into a format suitable for storage on modern technology.

The aged MEDICS system was decommissioned and CASP was rolledout successfully in September 2003. For this, DVLA received the StaffWare Global IT Award in 2004. CASP has realised the vision of joining up the three main Drivers operational areas and significant productivity gains have already been made. The benefits of this increased productivity have encouraged the Agency to undertake further rollout. It is planned to deploy CASP into Vehicles Customer Services in January 2005.
