Electronic Vehicle Relicensing

DVLA's Electronic Vehicle Relicensing (EVL) project is a key element in the Department for Transport's (DfT) contribution to this aim. In 2005, EVL will enable DVLA to offer additional channels – internet and telephone – for customers to relicense individual vehicles or make a Statutory Off Road Notification (SORN declaration). The current face to face channels are – Post Office, DVLA local offices and postal services. EVL will also ensure quicker update of vehicle records and this in turn will aid accuracy of the Agency's records and support its enforcement activities.

The new electronic channels were launched in February 2004 to a limited number of customers. This enabled DVLA to test the new service and monitor customer expectations. The service has now been extended to customers who do not require a MOT/GVT Test Certificate (primarily those vehicles under 3 years of age).

The new service currently links to the motor insurance database to validate insurance and will shortly involve linking to a number of other external databases to e-enable the current statutory relicensing checks. These include the new MOT/GVT computerisation database and the Department for Work and Pensions' Veterans Agency disability allowance databases.

When fully available, up to 39 million relicensing transactions per year will be capable of electronic delivery. The project, based at DVLA, Swansea is one of the first Partners Achieving Change Together (PACT) projects, with a joint DVLA/IBM team established to deliver the solution. The Business Case was based on a take up rate of 39% identified by carrying out primary market research in conjunction with the DfT's Driver, Vehicle and Operator Group.
