The third International Conference of registration and licensing authorities was held in March in Helsinki, Finland. It
was the largest conference to date with representatives from 28 countries and the EU Commission in attendance. DVLA's
External and Corporate Standards Director, Trevor Horton chaired the conference.
The conference was run over a day and a half with presentations given on topics of mutual interest. John Mason,
Transport for London (TfL) gave a presentation on the London Congestion Charging experience which activated a
great deal of discussion. The Swedish delegation was particularly interested as a system to reduce traffic in Stockholm
is being introduced. John spoke of the successful partnership between DVLA and TfL on data sharing which underpins the
London scheme.
Working groups will now be arranged to take forward issues that resulted from the other presentations which affect all EU
partners. They are cross border fines and penalties, setting up a formal trade association for registration and licensing
authorities and recognition of trade plates.
Everyone agreed that the conference was a huge success with a strong agenda. The EU Commission endorsed the importance
of these gatherings as an opportunity to discuss issues before formulating policy. Such was the success of the conference,
DVLA will continue to play a major role in setting the agenda and participating in future events.
