Initally my request for a number plate was overseen and not put into a DVLA auction. Three months later the plate was won @ the DVLA auction as promised. I sold a plate recently and it was hassle free. The plate was listed for quite some time but I didn't opt for enhanced listing etc so can't complain. I bought the very same plate from them 12 years ago and that was hassle free.
