Digital Driving Licences Are Coming to the UK. Here's What Drivers Need to Know
The physical driving licence as we know it could soon become optional. The UK government has begun testing a digital version that will live on your smartphone, marking the most significant change to driver documentation in decades.
The digital driving licence is being trialled through the Gov.uk One Login app, with testing already underway among Government Digital Service (GDS) and DVLA staff. If successful, it will be rolled out more widely later this year.
This represents the highest profile official document so far to be digitised as part of the government's digital wallet initiative.
What Is a Digital Driving Licence?
The digital version of the UK driving licence will be a mobile app-based credential that works exactly like the physical plastic card currently in your wallet. However, instead of carrying a separate card, drivers will be able to store their licence on their phone.
Apparently, the digital licence will make it easier and faster to prove who you are and demonstrate your driving entitlements. This could streamline everything from car rental to age verification, and more.
The functionality was originally announced in January last year, with an initial target of making it available by the end of 2024. That timeline has since slipped, but testing began in December through a private trial.
How Will It Actually Work?
The digital driving licence will be accessed through the Gov.uk One Login app, which acts as a digital wallet for official government documents. The first document made available through the app was the Veteran Card, launched in October last year.
Since that launch, more than 15,000 veterans have added the card to their app, suggesting there's genuine appetite for digital credentials among the public.
Unlike physical credentials, the security features of digital documents aren't visible to the naked eye. Instead, programmatic checking allows whoever is conducting the ID check to access these features with your consent and verify everything is legitimate.
This should make it significantly harder to forge or tamper with digital licences compared to physical ones.
Will Digital Driving Licences Replace the Physical Card?
The government hasn't announced plans to phase out physical driving licences entirely. So, for the foreseeable future, drivers will likely have the option to use either the digital version or the traditional plastic card.
This makes practical sense as not everyone owns a smartphone, and situations will inevitably arise where a digital version isn't suitable or accepted.
However, for routine identity checks, age verification, and proving driving entitlements, the digital version should offer a faster and more convenient option, according to the Government.
The Role of Third-Party Providers
When the digital wallet and driving licence were first announced, private sector digital identity providers raised concerns that the government app would compete with their offerings, particularly around age verification services.
However, subsequent meetings with government ministers helped address those concerns. As such, The Government Digital Service has confirmed that the digital driving licence will be opened up to approved third-party digital ID apps as a means of identity verification.
This year, third-party providers will be able to test how they share data from the digital driving licence with other services. This should ensure the digital licence becomes useful across the full range of services where people currently use their physical licences.
However, this isn’t without its critics, who have many privacy concerns.
What About Security?
Security is the obvious concern with any digital identity system. A physical driving licence can be lost or stolen, but it can't be hacked remotely or compromised through a data breach.
The government has been conducting security testing on its One Login system. This includes a red teaming exercise to simulate cyber attacks, which found vulnerabilities that could allow the system to be compromised without detection.
These findings highlight the importance of robust security measures before any wider rollout. The government will need to demonstrate that digital licences are at least as secure as physical ones, if not more so.
What Digital Licences Mean for Motorists
For most drivers, the immediate impact of digital driving licences will be minimal. It’s an optional extra, at the moment, not a mandatory replacement for the physical card you already carry.
However, over time, it could change how you interact with services that require proof of identity or driving entitlements. Car rental companies, insurance providers, and age-restricted retailers, for example, may all begin accepting digital licences as standard.
The convenience factor is significant, because instead of remembering to bring your physical licence, you'll have it available whenever you have your phone.
Potential Concerns
There are valid questions about what happens if your phone battery dies, if you lose or damage your phone, or if technical issues prevent the app from working properly.
There's also the matter of police checks. If you're stopped while driving, will officers be equipped to verify digital licences? Will pulling out your phone during a traffic stop create confusion about whether you're using a mobile device illegally?
These practical details will need to be resolved before digital licences become mainstream.
The Digital Driving Licence Timeline
Testing is already underway with government staff. The plan is to roll out the digital licence more widely later this year, though the government has already missed previous deadlines.
The original announcement targeted availability by the end of 2024. The current timeline suggests sometime in 2026, but drivers should expect potential delays as security concerns and technical challenges are addressed.
