When I received an offer for my plate from a National Numbers buyer, I was sceptical. Well I found this a really relaxed experience. Basically I found the registration I liked, sent them a email showing interest, they rang me back the next day, fully explained the process & cost and that was it!! My new plates arrived within a couple of days having been offered various choices of design...
